COUNCIL BY-ELECTIONS 07.11.19

There were six by-elections last night, but most of the action was independent-oriented.  In two by-elections for Shetland Council only one party put up a candidate, while independents also dominated the contest in Pembrokeshire.  Labour stood in two wards in the south-east of England and saw their vote plummet by more than 10 per cent in both.  The Tory vote fell slightly in three out of the four seats it contested.
